The landscape of WWE Raw has been ever changing throughout 2025 so far with various stars coming to the brand.
The additions of Penta and Stephanie Vaquer, in particular, have seen immediate dividends in both stars looking like important parts of the roster from the moment they debuted on a Monday night.
Looking over at the NXT brand as well as the free agent market, there is so much talent that could get called up to add further depth to the red brand moving forward.
Here are eight potential new WWE Raw signings.
8. Matt Cardona
On the June 20 edition of SmackDown, Undisputed WWE Champion John Cena cut his own version of the “Pipebomb” promo on his WWE Night of Champions opponent CM Punk.
During this promo, Cena mentioned several former WWE names no longer with the company, including Matt Cardona.
If Cena’s “pipebomb” will be anything worth comparing to Punk’s, WWE may have to bring in some of the names mentioned like they eventually brought back Brock Lesnar to the company after “The Second City Saint” said his name in 2011.
Cardona is someone who has alluded to being very open about wanting a WWE return and adding him to the Monday Night Raw brand could be a smart move to fill a spot anywhere on that roster.

7. Ricky Saints
In February, Ricky Saints received his release from All Elite Wrestling and immediately went on to sign with WWE.
Making his debut on the NXT brand, Saints showcased himself as the superstar many always thought he was.
The former AEW star has already won the NXT North American Championship and rumors circulated that he is expected to move to the main roster.
With reports indicating that he could join forces with Seth Rollins in his new faction, Monday Night Raw could be Ricky’s destination where he would instantly be positioned in the top program on the show.

6. Ethan Page
Another WWE NXT star that has been rumoured to potentially get called up to the main roster is Ethan Page.
Since coming to WWE, “All Ego” has proven all the naysayers wrong, capturing the NXT Championship within two months of his debut.
Now the current NXT North American Champion, Page has showcased his exceptional promo and character work that should translate well on Monday Night Raw.
Feeling like an excellent fit for the Seth Rollins-led faction, Page is someone who could hold his own on the mic and fill a spot on this new group that have been running roughshod over WWE Raw.

5. Jordynne Grace
In 2024, Jordynne Grace made her WWE debut as the TNA Knockouts World Champion and seemed like an instant hit in every appearance she made whether on the main roster or NXT.
Officially signing with the company in February 2025, “The Juggernaut” became one of the top stars of the NXT brand.
Grace has an impressive combination of strength, speed, precision and physique that makes her the kind of talent that would stand out from the pack on Raw or SmackDown in a similar fashion that she does on NXT.
With Jordynne reportedly signing a deal higher than the usual NXT contract, it feels like fans will not have to wait long before seeing Grace potentially join the incredible Raw women’s division where she could bolster the roster even further.

4. Lola Vice
Thanks to an extensive MMA background working for Bellator, Lola Vice came into WWE with plenty of hype after signing in 2022.
Learning the ropes and having undeniable charisma, Vice immediately became a highlight of the roster and won the 2023 NXT Breakout Tournament.
Despite coming up short in her bids to win the NXT Women’s Championship, it feels like Lola could eventually wind up on the WWE main roster where she could fit in nicely.
Over on Monday Night Raw, Lola Vice could reunite with Stephanie Vaquer who she recently became friends with on NXT and the two could contend for the WWE Women’s Tag Team Championships.

3. Tony D’Angelo
Ever since debuting on WWE NXT during the 2.0 era, Tony D’Angelo became one of the cornerstones of the brand.
While the likes of Carmelo Hayes, Bron Breakker and Grayson Waller all moved to the main roster, D’Angelo has remained a mainstay on NXT.
With his recent struggles and issues with The D’Angelo Family, it might be time for “The Don of NXT” to move up to the main roster as well.
After winning pretty much every prize on the brand except the NXT Championship, Tony D could become a potential breakout star on Monday Night Raw, mixing it up with the likes of Sheamus, Rusev and Dominik Mysterio.

2. Sol Ruca
Sol Ruca has seen her star on the rise to start 2025, becoming a double champion in the company after winning the WWE Speed Women’s and NXT Women’s North American Championships.
Holding gold on the main roster and NXT, Ruca has only one thing left to accomplish and that is getting called to either Raw or SmackDown.
With the level of talent on the red brand right now, Sol could be someone who could further tip the scales to make Raw have the undeniably best women’s division in the world.
Whether it is against IYO SKY or Rhea Ripley, the level of competition on Raw would be something that would only make Sol Ruca even better moving forward.

1. Oba Femi
There might not have been any WWE star who has showcased the level of dominance in NXT quite like Oba Femi.
“The Ruler” has become the longest reigning NXT North American Champion and currently holds the NXT Championship.
With his eye popping size, presence and power, Femi has everything it should take to become a main event level star on the main roster in short order.
Femi coming to Monday Night Raw could see him immediately be looked at as a threat to GUNTHER’s World Heavyweight Championship and could become a force to be reckoned with sooner rather than later.
